Cotton doesn’t fingerprint well, but other surfaces nearby might have fingerprints too. At a minimum, you’d have to call the police to investigate the scene – which should have been done already – and make a sworn statement about what happened, who you suspect and why. What happens after that depends on he facts of the case. It’s basically the same process you need to make an insurance claim, if applicable.
Tell the police you suspect someone and if they are doing their job they will interveiw the person, ask the person to consent to a search of their house, maybe they have it there. If the police are really doing their job the person might try to or already has sold the jewelry and a shop would/should require ID of a person selling it.
I’m sure the cops will find ways to fingerprint. This is what I learned after watching many CSI episodes. On the other hand, you have to provide evidence if you suspect someone. After all, they have many other crimes to look after and don’t expect immediate action if you report it to the police.
